I think it is very natural that they would be self-involved and not notice anything between Anne and CW -- given everyone's perspective at that time:

Louisa and Henrietta are very much captivated by Wentworth. Both of these young ladies are much too pre-occupied with thinking of him as their beau to notice anything subtle happening between Anne and CW.

Charles and Mary - as with the Musgrove sisters, they are both imagining CW as a suitor for the girls.

Mr. and Mrs. Musgrove - ditto.

They're all so caught up with thinking of CW as a suitor for the girls -- and later, for Louisa alone -- that they are only looking for signs and indications of that, and simply wouldn't be able to pick up on anything else.
