I always thought this passage is from Anne's point of view. The next passage seems to be the narrator, because "sensation of curiosity" does not seem come from Anne. On re-reading I can see that a change from Anne's POW to narrator can also be immediately before the passage you cite. The fact that it starts with "Frederic Wentworth" might mark the transition. In Anne's mind Frederick Wentworth is simply "he" ;-). I am almost persuaded...
