Are you new?

Patrick O'Brian's books have a running joke about the hero, Jack Aubrey, who is an extremely competent captain at sea, getting into ridiculous scrapes on land. He repeatedly falls prey to con artists (called "land sharks") though is never fooled by liars on board ship.

I wonder if this was a common stereotype of navy officers in the regency era -- rather like the absent-minded professor?
