is because Sir Walter and Elizabeth never discuss anything with or about Anne.

As for Lady Russell, perhaps she was behaving like an ostrich with her head in the sand, and didn't want to acknowledge or see Anne's hurt.

Personally I think that after breaking the engagement she should have taken on full responsibility of cheering Anne up.
There I blame her to some extent.
She wasn't helping by looking the other way.
