Are you new?

Anne was there from (presumably) 14 or 15 until she was 17 or 18. Why wasn't Elizabeth sent away to school. My guess is that when she was 14 or so, her mother was still alive and therefore there was no need, and by the time Lady Elliot died, Elizabeth was a bit older (and hopefully, somewhat educated by her mother thus less need for her to be sent away) and she was needed by her father to step into the role of Mistress of the estate.
