in chapter 3:

"Lady Russell, indeed, had scarcely any influence with Elizabeth, and seemed to love her rather because she would love her, than because Elizabeth deserved it."

Lady R loves her, though she has no influence on her. She cares for Elizabeth. I believe that if Elizabeth wanted to, they could have had a very close and good friendship.
