it could also very well be that it never entered his head to have either Anne or Mary formally brought out into society, and certainly never in London.

It's been quoted before, but we can see how one-eyed Sir Walter is about Elizabeth:

For one daughter, his eldest, he would really have given up anything, which he had not been very much tempted to do. (Chapter 1)

I get the very strong sense here, as elsewhere, that Anne and Mary are little thought of or cared for by their father.
