in consequence of the missive, I think it is a bit of both. It would be more expensive, penned by Annette J.
Because Shepherd feels that Sir Walter cannot be trusted in London, the word trust implies some kind of reckless or negligent behaviour on Sir Walter's part. It could hardly be some defect of Sir Walter's that London is more costly than Bath. ;o)
