I noticed this, as well, and my assumption (granted this is not for sure...just my interpretation) is that one could compare this to Bath vs. London being like the difference between Saint Louis (for example) to Los Angeles.

It's much less expensive to live in Saint Louis. Rental rates are cheaper. Parties, even among the richest of residents, are more modest in cost. Everything about being social in the Midwest is cheaper than being social in the middle of Hollywood.

So...that's what I took it to mean. He could live among the biggest fish of society in Bath for much less money than he could live among the sharks of London.
