I was thinking more along the lines that Lady Russell saw or allowed or maybe even encouraged her friend to give into a youthful infatuation. She overlooked Sir Walter's shortcomings because of his rank and her friend did not have a happy life.
The young Captain Wentworth did not have rank to hide what Lady Russell saw as his other shortcomings: no fortune, dangerously overconfident, too headstrong, imprudent.
It was too late to save Anne's mother from her youthful infatuation, but maybe she thought she could make up for it in some way by protecting Anne from hers.
