Dr. R. W. Chapman in his notes to the Oxford edition of Persuasion states that Mr. Elliot is Sir Walter's nephew. Though, how he came to that conclusion when the text doesn't state that Sir Walter had a brother, I don't know. Though, since they both have the same last name, his father was a "Mr Elliot" and so, conceivably, could have been Sir Walter's brother.
