Lady Russell strikes me as being more of a surrogate mother than any of the other many surrogate mother figures in JA's work; she's even, as has been pointed out, Anne's godmother, which means that upon Lady Elliot's death she not only had her own sense of duty to her friend and love for Anne, but a societal _obligation_ to step in and do what she perceived as her motherly duty.
