I think he expects that she will not be noticed much by any of the officers, and it will help to 'put her in her place'. Since she has no fortune to chase and not much sense, I agree he thinks she will be able to make a spectacle of herself somewhere else and come back with the realization that she is not as desirable as she seems to think she is. She will see an example of much finer ladies than she might see at home.

I happen to like Mr. B as a literary character, he is essential to the plot. If he gave a hoot what the neighbors thought, this would be a completely different story. As it is, he is perfectly written to keep things moving along just as they should. :-)
