I believe that Line is correct. I know I have read - somewhere here at Pemberley no doubt, and if I had the time I am sure could find it somewhere in the archives - that a gentleman in such circumstances would indeed "time" a proposal to coincide with the planned departure of either himself or the lady, so as not to make things uncomfortable.

I am still of the opinion that he had put off his planned departure to "court" Elizabeth, and his proposal was timed to match his new departure date.
