Even if Darcy had no doubt of his reception ;-), I believe the tactful thing to do was to propose at a time which would not embarrass the lady if she said no. If he'd proposed earlier during his visit and she'd refused, there would have been the embarrassment of trying to avoid each other, other people being drawn into the situation, etc. Although he seemed convinced of her answer, perhaps he was still doing what was considered the correct thing.
