He is fighting with himself. He spends all of his time thinking "I can't seriously be thinking about proposing to someone so far beneath me" that he never actually considers how he will propose.

Once Darcy makes up his mind, he tends to act (e.g., leaving for London immediately after Bingley). If he had made his mind up earlier, he wouldn't have waited till this point, just a day and a half before he was due to leave. He would have taken an earlier opportunity, perhaps during one of their meetings in the grove.
