I would say the reason Anne would be unlikely to think of Charlotte as a possible friend would be her obvious respectful address to her mother at all times. Anne, should she be in the market for a confidante would be wise to avoid one who would likely run to Lady Catherine with any secrets she imparts. Otherwise, Miss Jenkinson would do, being already available and known to Anne.

Should Charlotte prove to be a good friend to Anne, and Lady Catherine found out, I doubt that would increase Lady Catherine's good-will towards Charlotte. We do not know Anne's opinions on rank, but we have a good idea of her mother's!
