According to Irene Collins' "JA and the Clergy", a clergyman would automatically be considered a member of the local gentry. I take this as a simple statement that the Collinses were below their neighbour's *financial* level, not their social level, and Charlotte was not the type of woman to live beyond their income to keep up with the Joneses!
