1)That's the thing - JA's contemporaries would guess without needing to be told directly what she was implying about Mr. Bennet, because they would know their own tax laws (unlike us).

2) Exactly - if Mr. Bennet paid the higher taxes, he could legally use the same horses for farm work, but not the other way around!

3) Knowing small towns, I don't doubt that many of Mr. Bennet's neighbours would at least *suspect* that he wasn't paying his taxes as he should, but how many of them would be willing to go to the authorities and accuse him of it? In a small neighbourhood, you're always running into each other!
