I read the information on the horse taxes and they were high but I never saw that Mr Bennet did not pay the taxes on them. Did we see his tax bill? If you had horses that you used for both purposes (it costs to feed and care for a horse also) if you paid the higher tax you would still be legal. He commonly used those horses in the neighborhood and it would be known he did.
