Does Charles Bingley know about this letter?

I get Miss Bingley´s intentions of rubbing in her face their departure...but, why wouldn´t Charles say good bye? Why is he not socially punished as PROUD or RUDE for taking off just like that like Darcy was punished on his first ball?
