I agree that Lizzie is telling social white lies when she talks about the future happiness of the couple. But I think she can sincerely praise Mr. Collins' "character" - his honesty and integrity, what Jane calls his "respectability" - while withholding her opinions of his tiresome personality and low intelligence.

Being "a conceited, pompous, narrow-minded, silly man" (Ch 24) doesn't disqualify Mr. Collins from having a good character.
