Why he doesn't just say "my cousin, Mr. Collins", or even "my cousin, Mr. Collins, who is going to inherit Longbourn"?

He knows that this is one of the things that upset her wife. Of course, she would be upset just from the mention of Mr. Collins, but what need there is to remind her of posibbly her worst fear?
Mr. Bennet reminds me of a little boy who is always putting things like spiders or frogs in his sister's bed/chair/etc., because he knows she is afraid of them.

About Mr. Bennet's neglect, let's wait to see if there is more about it in the novel.
