Are you new?

Neither his housekeeper (who would not be doing such chores and who would be busy anyway) nor his sisters' maids (who would most likely not have arisen yet themselves, being "elegant") would have been accessible early in the morning.

Ladies maids were responsible for assistance with their mistresses' ablutions, selections of raiment, mending and maintenance of same, hair-styling, and fetching and carrying where needed. Yes, no matter how "elegant" these maids are they would be up and about their duties long before Caroline and Louisa rose to greet the day.

Indeed, all household servants would rise long before their employers, otherwise breakfast would have been served at noon in rooms chilled by the lack of fires, dusty, and filled with detritus from the previous evening.
