When the Omniscient narrator says that Elizabeth "extorts" an acknowledgement from her father about the horses, IMO it simply means that Elizabeth finally persuades him to be definite about whether they are being used, or not. I see him shilly-shallying back and forth, being vague, teasing his wife (and daughters) again. I don't think it means that Elizabeth didn't care about Jane's health, plus don't forget they couldn't predict just how hard it would rain (as we can)!
