I think the omniscient narrator is poking fun at Darcy. Who needs to advance baby steps to converse with someone interesting?

Step one: listen to her conversation with others.

Step two: practice what you should have said to her, had you actually joined the conversation at the time.

Step three: jot down conversational pitfalls to avoid, and interests to bring up if the chat flags for want of a subject.

Step four: Find her alone, but not engaged in anything needing attention, and place yourself near enough that she can speak to you if she wants to...
