I do not think that is true: Mrs. Bennett, who would certainly have considered only walking on roads, had SHE been induced to go anywhere on foot (I can not imagine how she could be induced, but making the assumption...), tells Elizabeth she will not be fit to be see after walking in all this dirt (what we would call 'mud'). She knows there is no proper road for Elizabeth to use. It will be fields and tracks.
