Darcy. Even if he thought Elizabeth couldn't hear him, he should have been aware that there were other people who might.
Mind you, I think his insult of the entire group of women ("not another woman in the room whom it would not be a punishment to me to stand up with") was also rude. This was a careless (& inconsiderate) speech.
I agree with the assessment that he was acting in a very childish manner -- I realize that we don't know his age at the point, but he is an adult, and he should know how to act in public.
