Catherine only realized it was improper after speaking to Mr Allen. She refused to go on the excursion only because of her previous commitment to the Tilneys. So maybe James is not aware of this breach in propriety? He doesn't seem much more knowledgeable of the world than his sister and probably relies on the Thorpes' judgement more than he should (why are you so blind, James? Whyyyyy???)
