Are you new?

I have a vague idea of what Miss Austen is getting at but a more experienced clarification would be appreciated. It just seems a little odd:

Speaking of Catherine's Father here....

".....and he was not in the least addicted to locking up his daughters.

Is this rather a perverse way of saying Mr. Morland was a kind and indulgent Father??
