Alice would probably have been sent on ahead. Elinor wants a letter to make sure that Catherine is fine after journey, so probably straight away. But I also think the 'coded' message to Catherine is not to address any letters to Elinor directly as they will probably be opened by the General to make sure she isn't corresponding with Catherine.
