I always understood this to mean that Henry had already understood Isabella's character, and was expecting a breakup which, while temporarily painful to James, was ultimately to his great benefit. I think he understood Frederick quite well, and, approving or not, saw the ultimate benefit of this particular adventure.

Otherwise, I align quite well with your points.
