Are you new?

I think the reference to them not being ideal chaperones has more to do with the fact that they aren't well equipped to introduce her into society and the good times that are to be had in Bath (as we hear repeatedly from Mrs. Allen - love her!), in stark contrast with what would constitute an inadequate chaperone in a typical gothic novel such as Udolpho. More of the underlining of how absolutely ordinary Catherine and her circumstances are.
