Either the girls and Mrs Hughes were not aware of the rules, which I find hard to believe on the part of the Tilney party,but I accept Catherine may have been acting in ignorance; or they had decided to break them anyhow...or that in 1798,when it is speculated that JA set the novel, the rules were different....!
