I think that it is quite clear that Austen disapprves of hte idea that soemone can be someone else's conscience. Fanny makes it clear that Edmund and Henry both know what's right, themselves and they should be able to work out the right thing to do... She is not going to be the wife telling her hsuband the right thing to do (which he woudl probably ignore after a while in any case)
