However, none of the cousins, even Edmund, were attentive enough to seeing that she was included in the social goings-on.

Doesn't that speak volumes? and possibly some of Edmund's irritation with the question as to whether F was out or not was due to a guilty knowledge that she really SHOULD be out...

Even if Sir T didn't give her a formal coming out, she could have been included, in a quiet way, with some of the visits to othter houses, but with Lady B going nowhere and Mrs Norris not wanting to treat F as an equal, I dont think it would have happened...
I dont know if the "unreformed" Sir T would have necessarily brought her out, if he'd come back from Antigua and not had the "change of heart"...
If the Bertrams had money problems still, in particular, I could see him being easily persuaded that Fanny was needed at home to look after Lady B... listening to Mrs Norris saying that there was no need to think of a coming out for a girl like Fanny nad that they still had dear Julia to marry off.

adn I think it might have been a consideration that if he brought her out he would probably need ot provide her iwth some kind of dowry, which would eat into his money..
