I read this line as a dig against Edmund also. Your second interpretation is how I see it: “You aren't doing enough to win me. You have to do more, stake your all and give up the clergy if you want to marry me.” I think you are right about how abominable Mary’s treatment of Edmund on this issue really is—she is very slick and he is very infatuated for her to say so much against him and still retain his good opinion. (;D)
