I think that the way Henry couples his declaration with the news that he has engineered William's promotion is very deliberate emotional blackmail.

Compare and contrast the way Darcy tries to conceal his far more heroic (and expensive) rescue of Lydia, precisely because he does not want Elizabeth to feel beholden to him or cause her the least uneasiness.
