He could just refuse to pay Tom's bills and let him sort it out himself. I know, its unlikely that a man of his class woudl do that...but he could have stuck Tom in the army or something and at least given him something to occupy himself.. or possibly "punished" him by selling off some other property if possible that would not impact on Edmund..
