Racehorses eat money and serve no useful function other than entertainment. Betting was (and is) an integral part of the "fun" of racing, but it is generally a pretty good way of throwing money down the drain.

Gambling of any kind was very popular at that time, and not just among the dissipated set. When it's just small stakes to add to the interest of playing card games, then there's no harm done. But I can well imagine Tom and his cronies playing for high stakes, with a sadly predictable effect on Tom's finances.
