Stupid also had hte meaning of heavy and dull, but clearly in this context it ALSO means "stupid" not intelligent etc.

and Clearly Rushworth is not intelligent. He has no more than basic common sense, just enough to keep him from walking into a wall..In fact soem woudl say that he does not even HAVE common sense.
.so "has not more than common sense" seems to me fair comment and quite accurate...
