Yes, Mrs. Norris is so concerned with her plans being the ones adopted.

As to the heath given to her(sponged), I would guess that it could be scotch heather, the purple flowering plant that probably would not like to grow in my climate. But that's just a guess. Someone else will probably come along and clarify. I linked below the first thing that came up when I googled heather.

You are right about Fanny and Mr. Rushworth. That scene also highlights how Fanny tries to be a peacemaker. Even though she thought it was very wrong of Mr. Crawford and Maria to take off like that, she tries to paint it in the best light possible to Mr. Rushworth to spare his feelings.
