To better understand, I just went back and re-read ch 5 and STILL found it complicated to ascertain who was speaking at times. Did any other readers find Ch 5 difficult to unravel?

Here's another possible answer for Edmund's remark. Perhaps he is fully aware of Fanny's delay in "coming out" but might Edmund's diplomatic answer be attributed to Sir Thomas's authority for performing that? Edmund may be deferring to his parents, especially his father and may consider it against his position in the household to even suggest such a thing to Sir Thomas.

Historically, has it not been the proper timing for a daughter to "come out" the sole responsibility of her parents?

So, I do not deny Edmund's faults but I hesitate to pin this oversight to him. I may be totally off-base but that's how I presently see it.
