The OED defines dark thus:

b. Of the complexion: The opposite of fair.

c1400 Rom. Rose 1009 This ladie called was Beaute..Ne she was derk ne broun, but bright. 1784 COOK Third Voy. V. iii. (R.), Their complexion is rather darker than that of the Otaheiteans. 1870 DICKENS E. Drood ii, Mr. Jasper is a dark man of some six-and-twenty.

I am of the opinion that, if Jane Austen meant the Crawfords to be of mixed race, she would have made that clear.
