of Fanny being with Mrs. Norris, I think, is that the fact that if Mrs. Norris is consciously wanting Fanny to be with her, that means Mrs. Norris is improving to approve of Fanny as a companion. And that just that motivation alone makes it seem that while it may have been painful Mrs. Norris' treatment of Fanny in the past, it is changing (aka she is behaving better) already, as evidence of Mrs. Norris' desire to have Fanny as a companion. Edmund really is spot on about Mrs. N regarding "love of money" and that she treated all children poorly. He is hopeful Mrs. Norris can change, and that may be the only potentially dense thing about his opinion.
