I take this to mean that Mr Rushworth had a rather thick-set physique. Perceptions of what constituted a 'good figure' were rather different than they are today, with much less emphasis on carrying as little spare weight as possible.

Beau Brummell was known for his good physique as well as the elegance of his attire. His friend Thomas Raikes described him thus: "He was tall, well made, and a very good figure."*

A drawing of Brummell when he was aged 27 is linked below. I think he looks quite a bit stouter than would be considered ideal today.
