I do not see Mrs. Norris as that clever, although she certainly WOULD LIKE to be able to manipulate people as you describe.

The biggest difference I see between Mrs. Norris and Mr. Collins, is that Mr. Collins wants to be universally liked and admired. Mrs. Norris only wants to be thought well of by people of rank - she has no care if FANNY likes her or not.
