that Mrs.Norris has a clear conception of complex situations and knows how to manipulate them, whereas Mr. Collins has absolutely no idea how he is viewed by others and blunders from one embarrassing situation to the next.

For me, this makes Mrs. Norris "meaner" than Mr. Collins. I see him as, in an almost childish manner, wanting to appeal to everyone of a higher rank and impress everyone below him.

Whereas Mrs. Norris, I believe, knows exactly who she is and what she is doing. She's quite a smooth operator and deliberately influences people and situations purely out of self-interest.
