I think that is a very interesting insight into Mrs. Norris, wanting to bring someone in to the household who is below her. Whether it was her primary motivation or not, who knows. She could just be a busybody. But Mrs. Norris' actions say constantly that Fanny is on the bottom rung, so that certainly is a "benefit" for Mrs. Norris.
