You're right, Fanny hasn't challenged Mrs. Norris directly. I suppose it's more Edmund defending Fanny. Mrs Norris has decided on a very specific role for Fanny and she doesn't like to see her step out of it, though this is usually at Edmund's insistence, not Fanny's. It's interesting to see Mrs Norris and Edmund go head to head, because she can't treat him the same way that she treated her sister when he challenges her. She knows he takes precedence over her in the family.
